2.       Capacity of key institutions is not adequate to effectively execute required catchment management work with planning, implementation and technical oversight


•   Strengthen staffing levels in SPMUs










•   FONGOs to have wider technical staff skills in forestry and bio-remediation, and hydrology


•   Strengthen capacity in FPMU to support state and local stakeholders



•   Review operating budgets of SPMUs to ensure adequate resources for field officers to travel to the field regularly

•   SPMUs to have the following field officers:

o  Natural Resources or Watershed Specialist with strong expertise in agronomy and bio-remediation

o  Water Resources Specialist with strong expertise in hydrology


•   Training courses for FONGO staff in selected technical areas.




•   Undertake capacity review in FPMU to identify gaps, etc.



•   SPMU operating budget for field work should be reviewed

3.       Inadequate planning, sequencing   and implementation of vegetative measures directly on gully sites and along drainage areas.

•   Strengthen information in engineering designs on area requiring bio-remediation, species needed, supply source, timing, etc.


•   Help contractors identify local nurseries for short-term needs.  For longer-term, promote nurseries as part of livelihoods

4.       Need to develop larger-scale sub-catchment plans to guide lower level, smaller scale action plans for soil and water conservation in the broader area beyond the gully that is being rehabilitated. This is especially important for new states coming into the project.


•   Develop better approach for integrated land and water assessment and planning:

o State wide gully and erosion risk maps to identify priority catchments with suitable digital images and digital elevation modelling

o More detailed assessment and planning in priority catchments using high resolution images

o Local action plans for areas surrounding gullies, agricultural areas, etc. completed





•   Expand coverage of the hydro-met instrumentation for all NEWMAP participating states.


•   Develop functioning data portal to support all project activities, including catchment planning, management and monitoring, and knowledge sharing.

•   Complete state assessments and mapping and link to 2.A.7. along with increased budgets for 2.A.7.


•   Complete sub-catchment assessment and plans BEFORE local action plans and in parallel to gully restoration planning and design


•   Involve technical officers from local councils and all contractors in Community Action Planning


•   For new states and new sites in original states, start broader catchment assessment and planning work in parallel with gully restoration


Acquire additional equipment for the Benin-Owena sub-basin and the new states.




•   Link to 2.A.6.1 and ensure adequate budgets

5.       As the project expands to other states in northern and southern regions, there is a need more flexible project approach to account for differences in erosion and land degradation causes.





•   Provide broader training to state level stakeholders for example including:

o Catchment planning and agricultural runoff,

o Community Development,

o Urban Storm management and pollution,

o Sedimentation

o Hydrological monitoring,

o Maintenance of biodiversity

•   Develop training material and modules that will address specific topics in northern and southern states, along with common issues


•   Deliver training courses as part of orientation in new states, and as refreshers in pioneer states
